Did Matthew Forget This?

This is short and sweet, or sour, depending on how one thinks.

I had never thought this until today when thinking about "Christ in you the hope of glory".

Matthew :
"Matthew 28:18 And Jesus came and spake unto them, saying, All power is given unto me in heaven and in earth.
28:19 Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost:
28:20 Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you alway, even unto the end of the world.
Amen."

There is no mention of receiving the Gift of the Holy Ghost.

Did Matthew forget to add this? Or did Jesus forget to say this? After all this is KEY to the New Testament 'Church' and the New Testament. 

What did they say on the day of Pentecost :
Act 2:38 "Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost. 
Act 2:39 For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call
."

I always just saw the seemingly contradiction of how to baptize.
I didn't see that to follow just "what Jesus said" - as many say - would eliminate receiving the "Christ in you the hope of glory".
Thus, I would have to alter a lot of things to make what Jesus said to function. Thus, trinity, creeds, beliefs like "god is in us all", etc..

I believe the key to Matthew 28 is "The NAME". What name?
I believe Peter after receiving 'Christ in him' at Pentecost spoke the answer : "Jesus Christ".
I believe the right answer triggered the blessing of the "gift of the Holy Ghost" to all ordained to receive this gift. 

Interesting. Just following Matthew 28 leaves out the foundation of the New Testament Church.
